MRYC is set up for the purpose of: realization of youth state policy, through the measures of solving the social problems of children and young people, protection of legal rights and statutory interests of young people, creation of the conditions for the solutions to their social, material and housing problems, organization of their education, employment and leisure, creating healthy lifestyles, as well as supporting the young family initiative, the talented young people, youth and children’s organizations, providing civic education and encouraging patriotism among young people. Youth Centre promotes social, cultural, spiritual and intellectual development of teenagers and young people, increase the opportunities provided to the young people and teenagers in the choosing of their way of life, helping them to be successful in their lives, realize the innovative capacity of adolescents and young people in the interest of societal and personal development,  provide assistance to young people and adolescents who find themselves in difficult life situations, provide guidance, legal assistance in organizing the activities of public organizations, developing social technologies, aimed at social protection of youth, creating conditions for the realization of the needs and interests of young people in economic, political, social and spiritual aspects of human activity, support young people in creation of different youth initiatives aimed at developing young people abilities .

The main activities of the Institution are:

-          conducting educational and methodological activities in the field of youth policy, organization of training seminars, courses, debates, lectures, role-playing games, round tables, etc., for different categories of members (teachers, university and school activists, state officials involved in work with youth, etc.)

-          support of talented teenagers and young people, conducting academic competitions, and intellectual tournaments, leadership contests and the like, organization of artistic, role-play and social-psychological games,

-          providing school, university students and working youths with opportunities for self-realization in different directions,

-          providing assistance in employment of young people, establishing youth organizations which would involve young people in construction, teaching and other diversified areas, providing support to economic, scientific, technical and business projects organized by young people,

-          activity in the labor market in terms of providing young people with the necessary information, serving as the employment intermediary, and providing other services to workers and employers in the social rehabilitation of young people,

-          carrying out activities related to the implementation of activities under the process of labor education of adolescents and young people, including the allocation of subsidies to employers (individual and corporate), transfers to the population and other forms of financial aid,

-          collection, accumulation and systematization of information on open vacancies, vacant positions, opportunities to create new jobs and contracts that require travel to different parts of the Republic for all categories of young people in permanent, temporary, seasonal jobs and part time work,

-          assistance to employers (individual and corporate) in a timely hiring of personnel, being involved in organizing the labor camps of the active young people, camps of work and leisure, training and production units, youth labor groups, and other forms of collective employment for work at enterprises, institutions and organizations in the Republic of Mordovia and beyond its borders, including the allocation of subsidies to employers (individual and corporate), transfers to the population and other forms of financial aid,

-          carrying out activities aimed at raising the interest of young people to seek employment in the Republic of Mordovia, especially in rural areas,

-          learning and dissemination of advanced domestic and foreign experience in the field of employment, study and make use of conditions of the labor and services markets,

-          establishment of a system of cooperation with youth non-governmental patriotic movements of the Russian Federation and the Republic of Mordovia;

-          coordination of activities of the youth non-governmental patriotic movements, organization and conducting of the patriotic youth work, organization of research expeditions and marches, holding contests on patriotic theme, organizing and conducting for the young people and leaders of organizations, educational seminars, training courses on civil-patriotic education;

-          organization and holding of youth forums, conferences, camps, development and production of methodological literature,

-          active cooperation with children's and youth organizations of the Republic, Russia, CIS and foreign countries; representation of youth of the Republic of Mordovia in youth conferences, festivals and forums in Russia and abroad,

-          organization of public youth events, festivals, concerts, competitions, exhibitions, fairs,

-          promoting volunteer movement in Republic of Mordovia by organizing educational activities;

-          practice of prevention of antisocial behavior in adolescents and young people, providing psychological, socio-educational and pedagogical assistance to adolescents and young people, setting up of the youth phone helpline, informational and analytical work in the area of social and psychological support for young people, organizing telephone hotlines, counseling, organization of events on emotional psychological and physical rehabilitation on an ad hoc and ongoing basis,

-          provide support to meet the information needs of adolescents and young people, keeping a scientific and analytical work in the field of youth policy, publishing books and other publications on topics of youth, creating youth television and radio programs, disseminating information about its objectives and activities,

-          holding fundraisers financed by the funds received from the business activities and based on the work of volunteers, attracting sponsorship funds, carrying out charitable activities,

-          participation in development and formulation of government youth programs within its jurisdiction,

-          interaction with the Government and other agencies on the implementation of the state youth policy,

-          assistance in solving the housing problems of young people, the organization of work on the program “Housing for young families”, gathering information about young families in need of better housing, counseling about the program, assistance in preparing the necessary documentation, organization of outreach support program ‘Housing for young families’,

-          organization of youth tourism exchange, running of leisure, health oriented and specialty camps for teenagers and young people.

The Institution carries out licensable activities on the basis of permits issued by the competent authorities in accordance with legislation.
